It had taken far longer to get to the lair on the outskirts of Nottingham than Ratigan would have liked. Apparently traveling when one was widely considered to be dead was more difficult than doing so when one was merely a wanted criminal. Then again, all of Ratigan's contacts had moved on, though he didn't expect they'd stay that way for much longer. Not if things went according to plan, at least.
But first things first. His lair had been almost completely ransacked, left devoid of anything of true value--beyond a few suits, a couple books, and his spare bell. He really was starting from scratch. It was actually a little intimidating. He hadn't felt this way since his cover had been blown years ago and he'd had to go on the run, and even then, he'd had something of a safety net. Now, he was in the awkward position of having to remake his entire criminal empire from the ground up.
And that would take tools he did not yet possess. Technology, for one. Technology not typically used in Londontown was ideal, as it would give him a leg up on the competition, and that was why Ratigan had gone so far out of his way for this. Gadgets could solve a lot of problems, and acquiring them only barely presented a challenge. He'd already wormed his way past all of this 'Drakken' fellow's defenses, using his size well to his advantage. The trick, of course, would be collecting the items he needed and getting out with all of them in tow. But honestly, Ratigan was a genius--he could surely manage that.
He scurried up the leg of the worktable, intending to sift through the mechanical bits and pieces scattered there--not to mention the blueprints--but froze when he heard footsteps. They sounded too close for him to have time to hide properly, so the mouse scrambled onto the table and dove under the nearest sheet of paper, cursing his luck.

Dr. Drakken was currently in residence in his mobile lair. After all, he'd decided that he'd have to keep moving once Kim Possible had figured out what he'd started to do. He didn't think he'd be able to fool her again, not so soon, not without Shego here to fight her for him. Oh, how he missed Shego! He'd even be willing to tolerate her sarcastic barbs at the expense of his genius if she were here with him. To....help him take over the world, of course!; he didn't miss her company. Well, not that much.
Okay, all right, he missed her company, too. It was lonely, taking over the world by himself!
At least he had Commodore Puddles with him, in the mobile lair. And at least the mobile lair was better than the time share lair, especially when Professor Dementor had been the last one to use it. He never put things back where he'd found them and he left house dresses and under things all over the place! Drakken shuddered at the thought of the last time he'd had to use the time share lair; he'd had a sampling of exactly what Professor Dementor's selection of undergarments looked like.
Drakken had tried inventing brain bleach after that (another attempt, really), but it had ended up being far too corrosive. Still, he kept it around, in a special container, just in case. After all, he never knew when something that looked like a failure on the surface might come in handy for taking over the world.
Commodore Puddles had had to go out (he took him out regularly now, after what had happened the last time he'd ignored the dog) and Drakken was just returning from his walk when he saw movement in his lab. With a frown, he sent Commodore Puddles to the kitchen while he went to investigate.
Now, where had he seen that movement? It had been around some of blueprints, but there were so darn many of them that he'd have to start from one end and move to the other. Or he could just lunge and lift up one section of blueprints, right in the middle!
And what he saw made him shout in surprise.
"A rat!" He had thought he'd properly fumigated the mobile lair, but apparently, he'd been proven incorrect. And then he realized that the rat was wearing clothes. Oh wonderful. It would be just his luck to run into some sort of strange cousin of the weird pink thing belonging to Kim Possible's buffoon.
Ratigan found himself holding his breath, and he tried to flatten himself to the table in an attempt to hide more convincingly. He forced himself to remain calm--not that he was in danger of getting scared, no, he was instead more dangerously close to blowing a fuse. His first foray on his own since his return, and it was already going south fast.
A hand plucked at the sheet of paper covering him, catching his jacket briefly and causing him to hiss in frustration and surprise at the man he presumed to be Drakken. He glanced around for other, better nooks or crannies to scurry into, but found nothing suitable. And he doubted trying to clamber down off the table would end well for him.
Instead, he snarled at the man, properly incensed now. It was one thing to catch him red-handed and foil his plans. It was quite another to call him that name, that accursed name. The more rational part of his brain, blessedly still operating on some level, told him to confront Drakken--it would startle the man to hear him speak, hopefully giving Ratigan the time to develop and execute an escape. "I am not a rat!" He growled, drawing himself up to his full height.
Apparently, he'd accidentally caught the rat's jacket (the rat was wearing a jacket) when he'd lifted the blueprints off the table. The creature didn't appear to like that as it hissed at him. What sort of creature was this rat, that it hissed at people and wore clothes? Was it related to the buffoon's pink ... thing? Or was it something else entirely?
Before he could think much more about it, the rat had spoken. Drakken stared at the thing, wondering if he'd heard correctly. No, it had definitely spoken, protesting that it was not, in fact, a rat, despite all appearances to the contrary.
"What are you if you're not a rat?" Drakken asked with a frown, folding his arms across his chest. Really, he knew he should be more surprised about the fact that there was a clothing-wearing talking rat in his mobile lab, but with some of the things Drakken had seen (and others that he'd created), very little surprised him, at least when it came to this sort of thing.
It was certainly the right proportions to be a rat, though if it said it wasn't Drakken wasn't exactly inclined to argue too much. The important thing right now was that it, whatever it was, was in his mobile lair. Which probably meant that it was here to steal his inventions.
"What are you doing in my lair?" he asked, suspicions piqued once more. No one ever came into his lair unless they wanted something.
His improvised plan to escape hadn't quite panned out, much to Ratigan's chagrin. But there was surely another way to get out of this situation relatively unscathed, and perhaps with at least some of the things he'd come here for. There was always a way out.
Ratigan relaxed his posture somewhat before replying. "A large mouse. Rats are uncouth, unintelligent creatures, and I am neither of those things." Barring, of course, the incident with Basil in the clock tower where he'd let his composure slip much too far, but now was not the time to dwell on past failures.
The objective now was to reason with Drakken--for this clearly was him--appeal to his nature as a fellow villain, and persuade him at least to let Ratigan leave unharmed. If things went well, the next step would be to request aid--in the form of technology and perhaps the use of some of the space in his lair.
Ratigan put a hand to his chest, appearing to have been stunned into silence for a brief moment before addressing the man, his tone much more cordial than before. "Your lair? Ah, then you must be the famed Doctor Drakken! So sorry to have made such a rude entrance. I assure you it wasn't my intention." Perhaps he was laying on the charm a bit thick, but in his experience, it paid to be thorough. He didn't give his own name just yet--it also paid to be careful, and until he knew for sure Drakken would be an ally he wasn't about to tell the man anything that could be used against him.
"As for why I'm here," He began. "I was curious, you see--I'm something of an inventor myself, and no stranger to the criminal underworld, though I've been out of the game, as it were, for some time. I'd heard about you, and I thought, perhaps..." The rodent shrugged and shot Drakken a knowing grin, hoping that the blue-skinned man's ego was large enough that he'd fool himself into believing Ratigan was there to seek his alliance, and hadn't been trying to steal anything after all.
